Notice many pictures in this verse. The angels are capable to acting as messengers and mediums of allowing GOD and or Satan flow through them to people. Thus angels have the ability to be "spirit mediums" for good or evil. Secondly the character of angels (good or bad) is administrated by the Holy Spirit, thus the angels come with influence, when presenting themselves before mankind.

The good angels are sent to serve mankind and promote salvation. The Satanic angels are around to corrupt this salvation process in many deceiving ways as possible.

Here the Holy Spirit is referenced as "ongoing" or "eternal", a co-eternal Being; in other words.

In order to witness for us or against us, the Holy Spirit has to be an intelligent co-eternal Being, and while also a Medium, the Medium is not passive and merely a force of some kind. The Medium of the Holy Spirit is a witness, in other words, an active intelligent co-eternal Being of the Godhead.
(650) Heb 10:29 Of how much sorer punishment , suppose ye , shall he be thought worthy , who hath trodden under foot the Son of God , and hath counted the blood of the covenant , wherewith he was sanctified , an unholy thing , and hath done despite unto the Spirit (ruwach) of grace ?
