Notice the work of GOD is used even in other nations that come against Israel for a purpose of her discipline.
Hab 1:5 � Behold ye among the heathen, and regard, and wonder marvellously: for I will work a work in your days, which ye will not believe, though it be told you.
6 For, lo, I raise up the Chaldeans, that bitter and hasty nation, which shall march through the breadth of the land, to possess the dwellingplaces that are not theirs.
Notice the Chaldeans (Babylon) come against Israel because GOD empowers the Holy Spirit to lead one nation against another nation, in order to wake them into a relationship with GOD. Love is not always soft, sometimes hard love is required.
(266) Jer 51:11 Make bright the arrows ; gather the shields : the LORD hath raised up the spirit (ruwach) of the kings of the Medes : for his device is against Babylon , to destroy it; because it is the vengeance of the LORD , the vengeance of his temple .

A strange context using the Holy Spirit as a symbol of a decoration in a temple ? The Holy Spirit is a symbol of fruit, the literal evidence of character development that people finally see as something holy and desirable.
(270) La 4:20 The breath (ruwach) of our nostrils , the anointed of the LORD , was taken in their pits , of whom we said , Under his shadow we shall live among the heathen .
