God loves those who are humble, for the Holy Spirit can develop a holy character with these people..
(253) Jer 2:24 A wild ass used to the wilderness , that snuffeth up the wind (ruwach) at her pleasure ; in her occasion who can turn her away ? all they that seek her will not weary themselves; in her month they shall find her.

God is contrasting the people of Israel missing in relationship to Him, with the wild ass who is better behaved, and even has Mother Nature moments of control and order. (When we speak of Mother Nature order and control, we are really speaking of the work of the Holy Spirit)
(254) Jer 4:11 At that time shall it be said to this people and to Jerusalem , A dry wind (ruwach) of the high places in the wilderness toward the daughter of my people , not to fan , nor to cleanse ,

The Holy Spirit is a MEDIUM for the development of function or dysfunction; good or bad, cool moist winds or hot dry winds. The people of Israel are found wanting and missing in relationship to GOD, hence chaos is found flowing over them.
(255) Jer 4:12 Even a full wind (ruwach) from those places shall come unto me: now also will I give sentence against them.

Notice GOD uses the Holy Spirit as a medium to bring rain in the wind...A secular person would see Mother Nature at work empowering the winds with rain...We see GOD using the Holy Spirit to empower winds with rains..
(258) Jer 10:14 Every man is brutish in his knowledge : every founder is confounded by the graven image : for his molten image is falsehood , and there is no breath (ruwach) in them.

(259) Jer 13:24 Therefore will I scatter them as the stubble that passeth away by the wind (ruwach) of the wilderness .
