Notice the Family Powers of GOD (elohiym) reveals powers through the Medium of the Holy Spirit, thus these powers His character, meaning the Father's character. Not sure if the pronoun should mean "his" or "their"...in any case Hebrew might dictate all references to the Father of the home, even though all family members take part in family powers.
(543) 1Co 2:11 For what man knoweth the things of a man , save the spirit (ruwach) of man which is in him ? even so the things of God knoweth no man , but the Spirit (ruwach) of God .

A spirit of the world is dysfunctional, even though made observable by the administrative powers of the Holy Spirit.

This is not to say that the Holy Spirit does NOT help all people, even those not saved. For the Holy Spirit helps all kinds of people, even wicked ones. The purpose of the Holy Spirit is to saved people in their sinning, but with the breath of salvation, from their sinning.

15 Which shew the work of the law written in their hearts, their conscience also bearing witness,
.. Heb 9:14 How much more shall the blood of Christ, who through the eternal Spirit offered himself without spot to God, purge your conscience from dead works to serve the living God?
.. Notice the Holy Spirit bears witness in our conscience.
