In context the Queen of Sheba exhausts her own human powered character energies, and is ready to allow the flow of GOD's character into her soul and character development, notice she goes on to bless Solomon because He loved Yahweh and the Family Powers of God..

This is an interesting passage. Does it refer to evil angels standing before GOD thus empowering in mankind evil character development? Or because of the choices people make, and kings alike; does GOD allow such character to stand before Him, so He allows the Holy Spirit to sustain the natural fruit of these seeds of character sown? The Bible does describe Satan ruling over mankind since Adam sinning bringing condemnation upon the earth, so perhaps both is correct.
Ro 5:18 Therefore as by the offence of one judgment came upon all men to condemnation;
Condemnation is a legal change to the rulership of planet earth after sinning occurred, Adam was no longer a Son of Man, visiting the meetings of GOD as other unfallen beings do..
Job 1:6 � Now there was a day when the sons of God came to present themselves before the LORD, and Satan came also among them.
Instead to restore the condemnation change, Jesus promised to become the Son of Man for planet earth as the literal King of Earth, and inherit the crown, rather than allow Satan to have it.
Ge 3:15 And I will put enmity between thee and the woman, and between thy seed and her seed; it shall bruise thy head, and thou shalt bruise his heel.
translated better:
Ge 3:15 And Jesus-Yahweh will put "God empowered hatred" between Satan and the woman. between thy seed and her seed, Satan shall bruise thee first, but Jesus shall bruise Satan last.
The Hebrew meaning of "head" and "feet" can mean according to Jeff Benner the idea of "first" and "last". What Jesus is proposing here is a change in ruler-ship of the Earth, the new second Son of Man, Jesus would become King. Satan would lose his crown rights to Planet Earth.

Notice again "ruwach" is a MEDIUM for GOD to empower character development as people choose development they want..
