Fire is a simile of light is a simile of character powers that GOD possesses. These powers are called winds because they are energy systems moving in the medium of the Holy Spirit, and administrated by the Holy Spirit.
(688) Re 5:6 And I beheld , and , lo , in the midst of the throne and of the four beasts , and in the midst of the elders , stood a Lamb as it had been slain , having seven horns and seven eyes , which are the seven Spirits (ruwach) of God sent forth into all the earth .

The symbolism is difficult to make into a literal, and this need more Bible study. The seven eyes, the seven horns and the seven fires are all similes of the seven spirits, being seven powers coming out of God the Father.
(689) Re 11:11 And after three days and an half the Spirit (ruwach) of life from God entered into them , and they stood upon their feet ; and great fear fell upon them which saw them .

GOD raises up Antichrist that sweeps across the world doing destruction, which GOD uses to make good things happen, while Satan uses it to make bad things happen.
Hab 1:5 � Behold ye among the heathen, and regard, and wonder marvellously: for I (GOD) will work a work in your days, which ye will not believe, though it be told you.
6 For, lo, I (GOD) raise up the Chaldeans, that bitter and hasty nation, which shall march through the breadth of the land, to possess the dwellingplaces that are not theirs.
If GOD is in control of even the end of time and the last days, what do we have to fear when Satanic agencies come against us?
