Blessed are the humble in spirit-character (administrated by the Holy Spirit) : for theirs is the kingdom of heaven.
Notice the first quality necessary for salvation is that of being humble...or lowly in character..the ability to receive character development from the Holy Spirit..
(355) Mt 8:16 When the even was come , they brought unto him many that were possessed with devils : and he cast out the spirits (ruwach) with his word , and healed all that were sick :
..and he cast out the spirits (administrated by the Holy Spirit) with his word..
Notice the evil angels have dysfunctional characters developed and sustained by the administration of the Holy Spirit, these beings reach the condition of receiving no further communciation from the Holy Spirit regarding their own salvation, but their life-force is still sustained by GOD. Jesus casts out the evil spirits by His word, which is empowered by the Holy Spirit into action.
(356) Mt 10:1 And when he had called unto him his twelve disciples , he gave them power against unclean spirits (ruwach) , to cast them out , and to heal all manner of sickness and all manner of disease .
..he gave them power against unclean spirits (administrated by the Holy Spirit), to cast them out...Amazing the disciples using Jesus Name and Power can remove unclean spirits because GOD is fully empowering all aspects of this universe, inlcuding the origins of the quantum forces of life-powers.
(357) Mt 10:20 For it is not ye that speak , but the Spirit (ruwach) of your Father which speaketh in you .
.. but the spirit-character (administrated by the Holy Spirit) of your Father which speaketh in you..
Amazing that those connected into the Holy Spirit actually speak as God the Father speaks, because GOD the Father empowers their character development via the Holy Spirit, that which is SOWN is after many days RETURNED pressed down and overflowing...this is how God's character development works in those receiving salvation.
(358) Mt 12:18 Behold my servant , whom I have chosen ; my beloved , in whom my soul is well pleased : I will put my spirit (ruwach) upon him , and he shall shew judgment to the Gentiles .
.. I will put my spirit-character (administrated by the Holy Spirit) upon him
(359) Mt 12:28 But if I cast out devils by the Spirit (ruwach) of God , then the kingdom of God is come unto you .

Jesus affirms His power is of GOD, not of Satan, because He drives out Satan and empowered God's flow of love upon the earth..
(360) Mt 12:31 Wherefore I say unto you , All manner of sin and blasphemy shall be forgiven unto men : but the blasphemy against the Holy Ghost (ruwach) shall not be forgiven unto men .

The Holy Spirit is not just a passive Medium as some claim. The Holy Spirit can greive, cry, speak and walk. It is an active personal MEDIUM allowing powers from GOD flow through it in a very personal way. If ye offend the Holy Spirit, which is a comforter for sinners in darkness, how than than GOD reach you, or you reach the divine? The voice of the Holy Spirit via the conscience of your soul comes over all people, even serial rapists, and murderers. The Comforter of darkness brings you into the light, so salvation can be breathed upon you as an ongoing gift of salvation via Jesus through the Medium of the Holy Spirit, to the glory of the Father.
Personal and private blasphemy of the Holy Spirit is very rare, but when it comes upon you, you no longer feel God's presence or hear the voice of the Holy Spirit in your conscience, because the voice of Satan has taken root so much, there is no room for two masters striving over your soul.
