The grass withereth , the flower fadeth : because the wind-character (administrated by the Holy Spirit) of the LORD bloweth upon it..
People are symbols of grass, their character development is as beautiful as flowers, and as delicate as flowers, and as temporary as a flower that is pretty today but soon fades away..
(232) Isa 40:13 Who hath directed the Spirit (ruwach) of the LORD , or being his counsellor hath taught him?
Who hath directed the wind-spirit (administrated by the Holy Spirit) of the LORD
Note the Holy Spirit is a MEDIUM for Yahweh to function as a counsellor for mankind...
(233) Isa 41:16 Thou shalt fan them, and the wind (ruwach) shall carry them away , and the whirlwind shall scatter them: and thou shalt rejoice in the LORD , and shalt glory in the Holy One of Israel .
Thou shalt fan them, and the wind (administrated by the Holy Spirit) shall carry them..
(234) Isa 41:29 Behold, they are all vanity ; their works are nothing : their molten images are wind (ruwach) and confusion .
.. their molten images are wind-character (administrated by the Holy Spirit) and confusion.
If you sow chaos the Holy Spirit empowers that choas in your life.
(235) Isa 42:1 Behold my servant , whom I uphold ; mine elect , in whom my soul delighteth ; I have put my spirit (ruwach) upon him: he shall bring forth judgment to the Gentiles .
.. I have put my wind-character (administrated by the Holy Spirit) upon him:
How blessed for GOD to place His character upon his servants who love Him, to allow the Holy Spirit to function as a MEDIUM for such powers to flow from GOD into His servants..
(236) Isa 42:5 Thus saith God the LORD , he that created the heavens , and stretched them out ; he that spread forth the earth , and that which cometh out of it; he that giveth breath unto the people upon it, and spirit (ruwach) to them that walk therein:

(237) Isa 44:3 For I will pour water upon him that is thirsty , and floods upon the dry ground : I will pour my spirit (ruwach) upon thy seed , and my blessing upon thine offspring :
.. I will pour my wind-character (administrated by the Holy Spirit) upon thy seed..
(238) Isa 48:16 Come ye near unto me, hear ye this; I have not spoken in secret from the beginning ; from the time that it was, there am I: and now the Lord GOD , and his Spirit (ruwach) , hath sent me.
.. and now the Lord GOD , and his wind-character (administrated by the Holy Spirit) , hath sent me.
Notice the Holy Spirit is an administrator or ambassador for GOD's character to flow into others who choose GOD as their Father of their soul.
(239) Isa 54:6 For the LORD hath called thee as a woman forsaken and grieved in spirit (ruwach) , and a wife of youth , when thou wast refused , saith thy God .
..and grieved in wind-character (administrated by the Holy Spirit) , and a wife of youth..
The passage of this poetry is interesting but puzzling. Who is the wife of thy youth? Why the poetry of a women, of marriage and of GOD as a husband waiting for His bride, the wife of thy youth? This parallels to the Holy Spirit as a simile of symbolism perhaps?
(240) Isa 57:13 When thou criest , let thy companies deliver thee; but the wind (ruwach) shall carry them all away ; vanity shall take them: but he that putteth his trust in me shall possess the land , and shall inherit my holy mountain ;
