This verse suggests "ruwach" is ordinary wind...
Job 21:15 What is the Almighty SHADDAY, that we should serve? and what profit should we have, if we pray?
The context is questioning the role of the SHADDAY, in service and prayer. Not sure if the Hebrew has the translation "him" or whether it should be "her" ? But certainly we can pray to the Shadday, who directly administrates the Holy Spirit of prayers.

We have seen this poetry parallel before, where the Father's quantum flow is administrated by the Holy Spirit..
