The Holy Spirit administrates our character

(41) Jg 9:23 Then God sent an evil spirit (ruwach) between Abimelech and the men of Shechem ; and the men of Shechem dealt treacherously with Abimelech :

Then God sent a dysfunctional (flow) administrated by the Holy Spirit (wind of character) between Abimelech..

The Hebrew word "ra" means "bad" or "dysfunctional" rather than "Evil" implying some moral depravity. The concept of wandering on the path (righteousness) and wander off the path (wickedness) is more align to Hebrew thinking. GOD is not "evil" but God does engineer dysfunction...

Isa 45:7 I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.(KJV)

A better translation "I make peace and engineer dysfunction, I YAHWEH do all these things"

The choice of where you walk with GOD is yours.... the flow of power because of that choice is also yours, whether functional or dysfunctional...

(42) Jg 11:29 Then the Spirit (ruwach) of the LORD came upon Jephthah , and he passed over Gilead , and Manasseh , and passed over Mizpeh of Gilead , and from Mizpeh of Gilead he passed over unto the children of Ammon .

Then the Holy Spirit (wind) of the LORD

Notice the Holy Spirit is acting yet again as a medium for the LORD...

(43) Jg 13:25 And the Spirit (ruwach) of the LORD began to move him at times in the camp of Dan between Zorah and Eshtaol .

(44) Jg 14:6 And the Spirit (ruwach) of the LORD came mightily upon him, and he rent him as he would have rent a kid , and he had nothing in his hand : but he told not his father or his mother what he had done .

And the Holy Spirit (wind) of the LORD

(45) Jg 14:19 And the Spirit (ruwach) of the LORD came upon him, and he went down to Ashkelon , and slew thirty men of them, and took their spoil , and gave change of garments unto them which expounded the riddle . And his anger was kindled , and he went up to his father's house .

(46) Jg 15:14 And when he came unto Lehi , the Philistines shouted against him: and the Spirit (ruwach) of the LORD came mightily upon him, and the cords that were upon his arms became as flax that was burnt with fire , and his bands loosed from off his hands .

.. and the Holy Spirit (wind) of the LORD

(47) Jg 15:19 But God clave an hollow place that was in the jaw , and there came water thereout; and when he had drunk , his spirit (ruwach) came again , and he revived : wherefore he called the name thereof Enhakkore , which is in Lehi unto this day .

.. his Holy Spirit (wind) came again...

In context the man revived after being thirsty..

(48) 1Sa 1:15 And Hannah answered and said , No, my lord , I am a woman of a sorrowful spirit (ruwach) : I have drunk neither wine nor strong drink , but have poured out my soul before the LORD .

.. I am a woman of a sorrowful Holy Spirit (wind)

Hannah own wind or character was sorrowful, as administrated by the Holy Spirit..

(49) 1Sa 10:6 And the Spirit (ruwach) of the LORD will come upon thee, and thou shalt prophesy with them, and shalt be turned into another man .

And the Holy Spirit (wind) of the LORD

(50) 1Sa 10:10 And when they came thither to the hill , behold, a company of prophets met him; and the Spirit (ruwach) of God came upon him, and he prophesied among them.
