YHWH GOD is talking here to Job out of a common wind, or whirlwind, speaking:
The Lord says whp puts wisdom in the inner man?
(53) Job 38:37 Who can number the clouds in wisdom (chokmah) ? or who can stay the bottles of heaven ,

(54) Job 39:17 Because God hath deprived her of wisdom (chokmah) , neither hath he imparted to her understanding .

Speaking of the wisdom on animals, her wisdom to seek refuge..
The Lord is speaking here of birds and the wisdom God grants to them.
(55) Ps 37:30 The mouth of the righteous speaketh wisdom (chokmah) , and his tongue talketh of judgment .

David wants wisdom of GOD...where does this power come from ?
Wisdom seems to be a flow of power from Elohiym - the FAMILY of GOD, via the agency of the Holy Spirit.
(57) Ps 90:12 � So teach us to number our days , that we may apply our hearts unto wisdom (chokmah) .

(58) Ps 104:24 O LORD , how manifold are thy works ! in wisdom (chokmah) hast thou made them all: the earth is full of thy riches .

YHWH works in wisdom..
(59) Ps 107:27 They reel to and fro , and stagger like a drunken man , and are at their wits (chokmah) ' end .
.. like a drunken man , and are foolish.
The opposite of wisdom is implied here? foolish?
(60) Ps 111:10 The fear of the LORD is the beginning of wisdom (chokmah) : a good understanding have all they that do his commandments: his praise endureth for ever .

The respect for YHWH is the beginning of wisdom. GOD is far above and beyond us..
