wicked people do not have the active Holy Spirit and thus do not speak truth..
(102) Jer 10:10 But the LORD is the true (emeth) God , he is the living God , and an everlasting king : at his wrath the earth shall tremble , and the nations shall not be able to abide his indignation .
But the LORD (YHWH) is the truthful (emeth) God (Elohiym - the FAMILY of GOD)..
YHWH is truth a member of the Elohiym, the Family of GOD. This truth is carried by the agency of the Holy Spirit.
(103) Jer 14:13 Then said I, Ah , Lord GOD ! behold, the prophets say unto them, Ye shall not see the sword , neither shall ye have famine ; but I will give you assured (emeth) peace in this place .

(104) Jer 23:28 The prophet that hath a dream , let him tell a dream ; and he that hath my word , let him speak my word faithfully (emeth) . What is the chaff to the wheat ? saith the LORD .

truth is like wheat...empty words like chaff..
(105) Jer 26:15 But know ye for certain , that if ye put me to death , ye shall surely bring innocent blood upon yourselves, and upon this city , and upon the inhabitants thereof: for of a truth (emeth) the LORD hath sent me unto you to speak all these words in your ears .

(106) Jer 28:9 The prophet which prophesieth of peace , when the word of the prophet shall come to pass , then shall the prophet be known , that the LORD hath truly (emeth) sent him.

truth is sent from YHWH..
(107) Jer 32:41 Yea, I will rejoice over them to do them good , and I will plant them in this land assuredly (emeth) with my whole heart and with my whole soul .

YHWH sends the truth from His Father, thus a witness is one who is sent by another..
This proves YHWH here is not the Father, because YHWH is a witness, and the Holy Spirit is an ambassador of this witness.
(110) Eze 18:8 He that hath not given forth upon usury , neither hath taken any increase , that hath withdrawn his hand from iniquity , hath executed true (emeth) judgment between man and man ,
