A difficult context indeed: "because of all your "chatta'ah" which ye "chata" , in doing wickedly "dysfunction" in the sight of the LORD".Both Hebrew words for "sin" in the same context: "because of your sin-offerings from sinning, in doing dysfunctionally before the eyes of YHWH" There are two "sin-offering" attempts in this context. Aaron poor attempt during the sinning process of Israel, makes an offering, or a sin-offering during the sinning process.Moses fasts from bread and water because of the sinning process of Israel, before the LORD, and this is a sin-offering process for the sinning Israel did.
